What happened
West Fargo Police used Clearview AI facial recognition to identify Angela Lipps, 50, as a "potential suspect" in bank fraud cases, sharing this with Fargo Police. Lipps was arrested in Tennessee on July 14, 2025, and extradited to North Dakota, spending over five months in jail. Fargo Police Chief Dave Zibolski cited "a few errors," including reliance on West Fargo's unapproved AI system and failure to submit surveillance photos to a certified state intelligence center. Charges were dismissed December 23, 2025, after Lipps' lawyer presented exculpatory bank records.
