A new bill has been filed to criminalise the creation and distribution of sexually explicit deepfakes generated using artificial intelligence. House Bill 807 aims to address the misuse of AI in creating non-consensual explicit material used for harassment and extortion. The bill recognises the increasing ease with which realistic deepfakes can be created, enabling malicious actors to exploit victims.
The proposed law grants extraterritorial jurisdiction, allowing Filipino victims to pursue cases against offenders abroad. It also mandates the Department of Information and Communications Technology (DICT) to establish a 'Take It Down' portal for takedown requests, which must be processed within 24 hours. Platforms failing to remove flagged content within 48 hours could face fines. Violators may face lengthy prison sentences, with harsher penalties if the victim is a minor.
This initiative mirrors similar systems in the United States and the United Kingdom, seeking to modernise legislation to combat digital abuse effectively. The bill aims to provide a clearer legal framework and faster response mechanisms to protect individuals from AI-driven exploitation.
