France's AI Adoption Lagging

France's AI Adoption Lagging

4 July 2025

France faces challenges in AI adoption compared to other European nations, despite the government's ambition to promote AI technologies for increased productivity and value creation. While French startups are ahead of the curve, larger enterprises and small to medium-sized businesses (SMEs) are lagging behind. Just 30% of French businesses report consistent AI use, compared to 42% across Europe. This gap is widening, with France's AI adoption growing by just 11% in the last year, compared to 27% growth across all of Europe.

To address this, the French government has launched initiatives aimed at integrating AI into businesses, setting ambitious targets for AI adoption across different enterprise sizes by 2030. These initiatives include promotion, training, and assistance programs to help businesses incorporate AI into their operations. The government also plans to allocate €500 million to AI training and development by 2030 to establish France as the AI hub of Europe. However, French businesses plan to spend just over $23.7 million on this technology this year, which is under half the global average of $47 million. Concerns about security, timeliness, cost, and return on investment have been identified as challenges faced by companies regarding AI usage.

Despite these challenges, AI implementation is advancing across various sectors in France, including healthcare, finance, and education. The AI market in France is projected to experience significant growth from 2020 to 2030, driven by advancements in technology and increased adoption across various industries. The French government aims to enhance the competitive edge and operational efficiency of its businesses through widespread AI adoption.
