Senator Ted Cruz has initiated discussions on artificial intelligence policy by proposing legislation that promotes a 'light-touch' regulatory framework. Cruz aims to accelerate AI development by enabling companies to seek waivers from existing regulations, facilitating quicker piloting of new AI programmes. He has expressed intentions to establish a 'regulatory sandbox' for AI, drawing inspiration from the regulatory approach during the early stages of the internet.
Cruz's proposed framework seeks to position the United States as a leader in AI development, surpassing both China and the European Union, whose regulatory approaches he views as excessively restrictive. He has criticised the Biden administration's emphasis on AI risk assessment and mitigation. Cruz's approach involves removing obstacles to AI adoption, preventing excessive state regulation and fostering the rapid expansion of the AI supply chain within the United States.
However, Cruz's deregulatory stance may encounter opposition, as many lawmakers remain concerned about the potential risks associated with AI. Some experts, including Elon Musk, have cautioned about the technology's potential existential threats. Despite advocating for a light-touch approach, industry leaders like OpenAI CEO Sam Altman have also emphasised the importance of safety measures in AI development.
