What happened
Sultan Qaboos University researchers developed an AI-driven methodology combining natural language processing and network analysis to map interdependencies within legal texts. Applied to Oman's Labour Law of 2023, the system identified influential "hub" articles, such as Article 147, whose amendment could trigger cascading effects across the legal framework. The methodology processed Arabic legal language and was validated by Omani legal specialists from the State Council, Legislative Chamber, and Shura Council.
Why it matters
Policymakers gain transparent insight into legislative architecture, enabling identification of structurally critical provisions and potential unintended consequences from legal changes. This AI-driven approach reduces legislative risk and improves policy coherence by revealing connections between labour provisions and broader regulatory domains like commercial law and immigration. Legislative teams can now anticipate systemic impacts of amendments, moving beyond conventional review to evidence-based, system-wide analysis.
